Steve W. Kinion

Steve W. Kinion

Steve Kinion joined the firm on March 1, 1999. His practice focuses on insurance regulation and compliance, captive insurance, insurer taxation, and insurance company insolvencies.

He has counseled organizations such as fraternal benefit societies, insurers, insurance producers, third-party administrators, and self-insured workers' compensation pools on a variety of matters, including redomesticating insurers, reinsurance agreements, premium tax matters, financial and market conduct examinations, and receiverships.

For more than 20 years, Steve has represented insurance licensees in examination and disciplinary hearings before the Illinois Insurance Department. He is familiar with Illinois’ rules for interpreting and applying the statutes and regulations for examinations, investigations, and hearings. He is well-versed with the procedural rules for administrative hearings and seeking review in the circuit court. 

One of Steve’s strengths is captive insurance. He holds the Associate in Captive Insurance (ACI) designation which is the highest professional designation for captive insurance. Fewer than 1,000 individuals worldwide hold the ACI designation.

Since 2014, Captive Review has named Steve as one of the 50 most influential figures in the global captive insurance industry. Captive Review also named him as the inaugural recipient of the Captive Industry Advocate of the Year in 2016 due to his advocacy on behalf of captive insurance before the National Association of Insurance Commissioners.

One of Steve’s current clients is the Oklahoma Insurance Department where he advises on captive insurance matters. He did the same from 2009-2022 for the Delaware Insurance Department.  

Steve is a veteran. He served for over 30 years in the U.S. Army Reserve, retiring in 2017 as a lieutenant colonel.

Mr. McFadden, a partner at Zack Stamp, Ltd. since 1997, practices in the areas of business law, construction law and administrative law. His business law practice involves representing clients on matters of business planning, formations, acquisitions, contracts and governance.
